Senator Sharon Keogan - Local Government (Use of CCTV in Prosecution of Offences) Act 2021

I welcome this Bill and support it whole heartedly. I have been involved in the operation and installation of CCTV state of the art in Duleek and Ashbourne. They are a necessary and proportionate tool to be deployed in order to protect the public and detect and prosecute offences. They are necessary to uphold the law and provide evidence of criminal offences and to ensure the criminals are brought to justice. Illegal dumping is an epidemic facing every village, town and rural communities and CCTV systems would be a vital tool to prevent illegal dumping and also to prosecute the offenders accordingly. Regrettably not enough local authorities are willing to seek authorisations for systems themselves - this is an issue that needs to be addressed. City, county managers and executives are unwilling to step up and take responsibilities as data controllers. They have abandoned their communities and abdicated responsibilities in this respect with grants of up to 60% of the cost made available.
